Because of the nature of the bells, if they were an item, only one or two could be brought with! We're not sure if we want to allow them being an area though, since things that are considered areas are for changing the environment of the game, rather than an item. However, this does not mean that the bells cannot be quested for. They can be quested for and regained like that, though the ability to use them would have to come from regaining the shards.
