I've already given back her shard that lets her summon her scythe, but in canon it's sort of, like. A metaphysical thing that "can separate miracles from reality" which is ambiguous thanks to way Umineko works 8I Would it be acceptable if I interpreted this ability as dispelling/cutting through illusions? I'm not sure if that's within the powercap or not so I can just have it be a regular scythe.
SECONDLY as per being an overpowered shitlord she has so many different magic-based abilities left (teleportation, flight, restoring broken objects, rarely-used healing magic, self-healing/regeneration, summoning mundane objects out of the ether, commanding a legion of demon cats.....) would she even be allowed to keep them all, respectively powercapped? Since I'm not sure if that's number of powercap-appropriate powers vs. powercapping character appropriately, if that makes sense?
THIRDLY with the less quantifiable abilities like her cat legion and teleportation, what sort of powercap would suffice for them? I.e. teleporting only within a certain distance, only five cats at a time, etc.
Sorry for the trouble and thank you /o\

2) She would be allowed to keep them all, as long as they were all reasonably powercapped. They're all part of her, so there's no reason to say "no she can't do that" unless it would be legitimately gamebreaking in some way to have that power exist.
3) As a general rule, we like to trust our players with what they think is reasonable - for things like cats, five would be pretty okay! For things like teleportation, maybe only getting between dorms (as you go around the map) would be something.
Hopefully this helps!
